Baseline Survey, Concurrent Evaluation & Impact Evaluation of Rural Women Development and Empowerment Project funded jointly by the World Bank and IFAD - Government of India – 1999-2004
The World Bank and IFAD had jointly agreed to finance Rural Women Development and Empowerment Project (RWDEP) in 6 States of India viz. Bihar, Gujarat, Haryana, Karnataka, Madhya Pradesh and Uttar Pradesh. The key instrument for women’s development under the programme was formation of about 7000 Self Help Groups through involvement of a number of agencies. Govt of India in consultation with the World Bank selected AFC as the lead agency for monitoring and evaluation of the above project in all the six states as well as at the Centre.
AFC was assigned the tasks of: - Baseline Survey;
- Setting up of MIS at National and State levels;
- Capacity building programmes for women;
- Assisting in the formation of self-help groups and their linkage with credit institutions
- Concurrent monitoring & process evaluation; and
- Impact evaluation of the project.
The Baseline Survey covered 35 districts in six states. The total sample size for this Baseline Survey was spread over 102 blocks, 200 panchayats and 14000 households. The objective of the survey was socio-economic analysis of pre-project characteristics of districts, target villages and beneficiaries. This survey was carried out in all the states as per schedule. |
