Preparation of Project Report with Implementation Plan and Economic Analysis for Karnataka Community Based Tank Management Follow-on Project – November 2007
Brief Description :
Govt of Karnataka has been implementing a Community based Tank Management Project in 5 districts of State. Recognising the impact of the project, GOK intended to extend the project to other districts of the State. AFC assisted JSYS in the preparation of the Follow-on Project as per World Bank Norms/Guidelines with improvements in project implementation arrangement based on the lessons learnt. The follow on project covers about 1225 irrigation tanks spread over in 37 taluks of 8 Districts in 5 Agro Climatic Zones of the State with an estimated command area of over 51,000 ha. The objective is to improve rural livelihoods and reduce poverty by developing and strengthening community based approaches to managing selected systems


The project components included

      Establishing an enabling environment for sustainable and decentralised management of tank systems.

        Strengthening community development and

        Undertaking tank system improvement. The total cost of the project is estimated at Rs.307 crores. The project will be implemented over a perod of 4 years from 2008 to 2012.

Jala Samvardhane Yojana Sangha (JSYS), Dept. of Water Resources (Minor Irrigation), Bangalore

 Outcome

Based on the AFC’s Report, World Bank’s Appraisal Mission appraised the ‘Follow-on’ project and approved World Bank loan and credit of Rs.269 crores. Karnataka’s experience in community based project has triggered similar tank improvement projects in other States, viz., Andhra Pradesh, Tamil Nadu, Orissa and West Bengal.

Preparation of Karnataka Tank Improvement Project (Concept Paper and Economic and Financial Analysis of the Project) – September 2000
Brief Description :
Tanks which form important source of irrigation in Karnataka have been silted up and their water impounding capacity has been considerably reduced due to lack of maintenance and variety of reasons. AFC assisted Government of Karnataka in the year 2000 in preparation of a project for World Bank assistance aimed at improving agricultural production in the achkat area (command area) by optimising water use efficiency through participatory approaches. Various components of the project included:

        Restoration of lost capacity of tanks,

        Consolidation of tank achkat areas

        Achieving economic use of water

        Ensuring reliable irrigation supply to farmers

        Promoting Water User Associations (WUAs) and turn over completed systems to them for operation and maintenance (including desilting, repairs etc after the project is over),

        Increase farmers participation

        Demonstrate and encourage use of tank silt to enhance soil fertility; and

        Improve the hydrological database for MI tanks.

Department of Minor Irrigation, Government of Karnataka, Bangalore

 Outcome

Tank management project using community participatory approach was first of its kind in the country. Based on the AFC’s report and subsequent Appraisal Mission, the World Bank supported GOK to the tune of USD 98.9 million for rehabilitating 2000 minor irrigation tanks in 34 blocks of 9 districts of the State with community as major stakeholders and GOK providing facilitation support.

Project Name :
Karnataka Comprehensive Watershed Development Project for World Bank Assistance – Dec 1999.
Brief Description :
AFC assisted Government of Karnataka in putting up a proposal to World Bank. The Watershed Development Project prepared by AFC aimed at Poverty Alleviation through integrated development of diversified fields like moisture and soil conservation, crop husbandry, horticulture, livestock farming, fisheries and other related line of activities. The project focussed not only at resource conservation to arrest further land degradation but also at optimum land use based on its production potential to augment and sustain its productivity. The holistic approach aims at re-generating and conserving natural resources like land, soil, water and local bio-diversity. Project Benefits included enhancement of gross cropped area bringing significant reduction in the rate of resource degradation, development of resources for sustainable use through in situ conservation and choice of alternative high value crops; created scope for developing farming systems and income and employment generating alternative enterprises.

 Outcome

Based on AFC’s report, the World Bank assisted Government of Karnataka with a soft credit of around Rs.695 crores and the project is to be implemented over a period of seven years. Government of Karnataka has successfully implemented this project with a separate Project Implementing Agency (Sujala) under the Department of Watershed Development. The World Bank also extended the project for promotion of Income Generation Activities (IGA) covering the vulnerable groups not covered under first phase of the project.

Promoting IG Activities and Setting up Micro-Enterprises in Kushavathi River Sub-watershed (in Chikkabalapur DWDO Area), Gudibande Taluk, Kolar Dist – ongoing 2007-08
Brief Description :
With the assistance of the World Bank, Watershed Development Department (WDD) is implementing a Comprehensive Watershed Development Project in Karnataka. The project aimed at reduction of soil erosion, increasing water availability, fodder productivity, vegetation improvement through forestry and horticulture activities, besides improvement of agricultural production through stakeholders’ involvement.


In order to involve the ‘vulnerable groups’ hitherto not covered under the project, the World Bank agreed to extend the assistance for promoting IG Activities and setting up of micro-enterprises in the project areas. The main focus is on empowering the vulnerable families to take-up income generation activities or to set-up micro-enterprises for improving the income vulnerable groups. AFC has been providing professional specialist services on entrepreneurial development sector.

 

Watershed Development Department (Sujala Watershed Project), Government of Karnataka

 Outcome

AFC has assumed overall responsibility of planning, implementation and monitoring of the IGA/ME component of the project in collaboration with the Sujala Secretariat. It has provided guidance to field functionaries of FNGOs through trainings and workshops both during the Pre-EDP and Post-EDP stages. AFC has conducted capacity building programmes for 800 SHG members opting for entrepreneurship development & management through conducting of Entrepreneurship Awareness Training Programmes (EAP), Entrepreneurship Development Programme (EDP), Skill Training, etc. Conducted Skill Specific Entrepreneurship Development (SEDP) Training Programmes to the selected SHG members (around 300 members). As Specialist Agency AFC has been providing necessary forward and backward support services including handholding services to trained entrepreneurs to establish their micro enterprises/group enterprises. The handholding involves counselling support, linkages to financial institutions and markets.

Assam Rural Infrastructure and Agricultural Services Project (ARIASP Phase -II) – November 2001
Brief Description :
The Assam Rural Infrastructure and Agricultural Services Project (ARIASP) : Phase - I was initiated in the year 1995 with the assistance of the World Bank. The project aimed at providing interventions to help farmers in realizing higher productivity and production in Agricultural Allied Sectors.


AFC assisted ARIASP, Government of Assam in preparation of a follow-on project. ARIASP Phase II, aimed at acceleration of agricultural growth and alleviation of poverty by improving the productive potential of natural resources, relieving infrastructural and technical constraints and by providing an enabling environment to facilitate community participation and private sector investments. The follow on project placed special emphasis on participatory approach in its implementation mechanism. The four main components of the project are: Poverty Alleviation Programmes, Institution Development, Rural Infrastructure and Participatory Development. The project also encompassed a number of other activities, such as, upgrading of roads and bridges, development of irrigation, farm mechanization, agriculture / horticulture, livestock & fisheries and marketing of commodities.

ARIASP Society, Govt. of Assam, Guwahati

 Outcome

Based on the project prepared by AFC, the World Bank mounted an Appraisal Mission and funded the Assam Agriculture Competitiveness Project. as second phase of the project which will laid greater emphasis on effective agricultural delivery and on market linkages so as to maximise the impact of investments made by the project as also by rural households.

Madhya Pradesh Tribal Development Project – July 1997
Brief Description :
At the instance of IFAD, afc assisted GOMP (Govt. of Madhya Pradesh) in preparation of a detailed project report for tribal development in the State. The project area covered Bilaspur Division of Eastern MP comprising Bilaspur, Raigarh and Surguja districts. The objective of the project was to: (i) ensure livelihood security and improve the quality of life of the tribals within the context of the traditional tribal environment, culture and values; (ii) promote greater self- reliance amongst communities; (iii) prevent degradation of the environment. The main components of the project included: Livelihood Security Activities; Capacity building of Communities and Participating Agencies; Social Sector Activities; and Project Management. AFC also assessed of institutional arrangements and implementation arrangements, assessed of benefits and carried out financial and economic analysis of the project.

The International Fund for Agriculture Development (IFAD), Rome.

 Outcome

Based on the AFC’s Formulation Report, the IFAD funded the Government of Madhya Pradesh to the tune of USD 60 million.

Rural Diversification Programme in Mauritius and Rodrigues Islands

Mid Term Review of Rural Diversification Programme in Mauritius and Rodrigues Islands – May 2005
Brief Description :
At the instance of IFAD, AFC carried out a Mid Term Review of Rural Diversification Programme (RDP) in Mauritius. The project aimed at boosting rural employment, enhancing income generation and food production to address the problems of poverty. The RDP was designed to exploit further the production potential of the country’s scarce irrigable land and marine fisheries and considerable human resource skills, while building up the grassroots capabilities of the rural poor and their communities to meet their needs through self-employment and local initiative. Cane planters with small landholding, artisanal fishermen and women labourers, landless and women heads of household constituted the programme’s target group, located in the northern and eastern areas of Mauritius and in the outlying island of Rodrigues.

International Fund for Agricultural Development (IFAD), Rome

 Outcome

AFC Reviewed and examined of all plans and programmes related to irrigation and community development for both Mauritius and Rodrigues, including the identification of implementation constraints and specific measures needed to resolve them; assisting the Irrigation Authority in drawing up a specific plan for integration of Water User Associations with the irrigation operations of the programme including initiation of a full consultation process; Helping the government in identifying a specialised NGO responsible for the formation, identification and formulation of IG activities including lagoon and off-lagoon fisheries activities, organization and training of Water User Associations; Assessing the work programme and performance of NGOs and giving appropriate guidance to make them more responsive to farmers’ needs and priorities. Based on AFC’s report, IFAD extended the project period and granted additional finance for project completion.

Appraisal of Shimla Sewerage System Project – June 1996
Brief Description :
At the instance of OPEC Fund, AFC carried out an appraisal of Shimla Sewerage System Project, which aimed at improvement and extension of Sewerage System in Shimla City, Himachal Pradesh, with the financial assistance worth US $ 13.65 million (Rs 478 million) from OPEC Fund for International Development, Vienna. The project to be implemented over a five year period comprised: (i) laying of sewer net work in twelve zones of the city; (ii) construction of Sewerage Treatment Plants with UASB process; (iii) procurement of vehicles and equipment (iv) technical assistance for preparation of DPR, project implementation, supervision and training and (v) Project Management Unit (PMU).

 Outcome

Based on AFC’s technical feasibility, assessment of various project components; assessment of project costs; project implementation and procurement arrangements and assessment of project benefits and economic viability of the project, the OPEC Fund funded the Project.

Techno-Economic Feasibility Study for Development of Horticulture Exports

Techno-Economic Feasibility Study for Development of Horticulture Exports from Karnataka (KAPPEC) – October 2007
Brief Description :
The project was designed to increase export of agricultural and horticultural products from the State with focus on improving export performance of selected fruits, vegetables, spices and condiments that have international demand, in a phased manner. Various components of the project comprised of Creation of additional infrastructural facilities; providing opportunities to the farmers to earn incremental income from their holdings; creating large scale specialised employment in pre and post-harvest areas; increase in foreign exchange earnings from agriculture and horticulture sectors.

Karnataka State Agriculture Produce Processing & Export Corporation Ltd (KAPPEC), Bangalore

 Outcome

AFC’s report was well received by the Government of Karnataka. The suggestions made in the report, in particular, the measures to overcome the problems/obstacles in export of horticultural commodities were adopted. KAPPEC has been successfully operating the project and earning reasonable profits.

Evaluation Study of Central Sector Schemes on Integrated Development of Coconut Industry in India – March 2002
Brief Description :
Established in 1981, the Coconut Development Board (CDB) has been assisting various State Governments and UTs in promoting and development of coconut sector by making available financial resources. AFC carried out an evaluation of CDB’s programes for assessment in terms of their content, utility, efficacy and impact on the production, productivity etc, so that suitable modifications could be effected in its future programmes. Specific recommendations in respect of each of the eight major projects were made by AFC.

 Outcome

The projects implemented by CDB have met with varied degree of success. AFC’s study has brought out extent of success, impact, gaps/lacunae of the programmes implemented. Based on the recommendations of AFC, CDB has made suitable changes and evolved new programmes for development of coconut industry in the country.

Reconstruction of Infrastructure and Rehabilitation of Flood Affected Areas in Karnataka during 2005 – March 2006
Brief Description :
Various districts in Karnataka suffered for severe floods during 2005. AFC assisted Government of Karnataka in preparation of a Project to contribute to sustainable economic growth by minimising the devastating impact of severe floods. The project aimed at early restoration of economic and social activity in the affected areas especially for the poor. The project focussed on priority areas, identified through consultation with Zilla Panchayats and other Line Departments, such as, PWD, Minor Irrigation, Water Supply, Electricity, etc. The Project Components included (i) Rehabilitation of Roads and Bridges; (ii) Rehabilitation of Irrigation Works; (iii) Repairs to Buildings; (iv) Restoration of Electrical Works; and (v) Restoration of Water Supply and Sanitation. The total cost of the project was estimated at Rs.1448.2 crores

Based on the AFC’s reports, the Government of Karnataka received special assistance from Government of India for mitigating the impact of floods.

Study on Improving Recovery Performance of Bank

Study on Improving Recovery Performance of Bank in respect of Government Sponsored Schemes - October 2007
Brief Description :
The Canara Bank has been providing credit support to the Government Sponsored Schemes. However, poor performance of recovery of such loans has caused great concern to the bank. AFC’s study aimed at identifying factors influencing repayment and recovery performance under various Government Sponsored Schemes,viz., PMRY, SGSY, SJSRY and SLRS. The main objective was to understand major causes and factors influencing low recovery performance. The study covered 50 branches of the bank in 11 circles spread over Karnataka, Tamil Nadu, Kerala and Uttar Pradesh comprising 883 individual borrowers and 141 Self Help Groups in 542 villages.

 Outcome

The study has identified major factors influencing the recovery behaviour and performance of the individual schemes and suggested measures to address these issues for improved performance of recovery of Government Sponsored Schemes.

Brief Description :
The CSB entrusted AFC to carryout a study on support system required for Tasar and Muga silk products and to make suitable recommendation on the strategies relating to Tasar & Muga silk industry in selected 14 States of India viz. Bihar, Madhya Pradesh, Orissa, West Bengal, Andhra Pradesh, Maharashtra, Himachal Pradesh, Uttar Pradesh (for Tasar), Assam, Meghalaya, Manipur, Nagaland, Mizoram and Arunachal Pradesh (Muga & Eri).


The project components included

Central Silk Board, Bangalore

 Outcome

The study identified major problems and constraints in Seed Production, Reeling, Price and Market support available in respect of Non-Mulberry Silk in the 14 selected States and arrived at specific recommendations for development of Tasar, Muga & Eri Silk industry in the country.

Techno-Economic Feasibility Report for Integrated Tropical TASAR Development Project – December 1999
Brief Description :
The project focused on Tasar culture which is one of the promising means of livelihood, especially for rural poor and tribals who live in the remote areas of the country. The project concentrated mainly on two sets of vertically integrated activities namely – (i) initiating and developing existing tasar food plants on private and public lands and promote tasar rearing on the existing forest and other plantations by providing inputs with a view to securing incremental leaf yield from the unit area, (ii) creation of necessary infrastructure for seed production, technical services, training, upgradation of post cocoon facilities in silk yarn as also fabrics to be able to penetrate into larger markets

TASAR Development Project

 Outcome

The main objective of the project was to provide financial support to SHGs formed by the NGOs since Self help philosophy has become very popular particularly among women. In view of the fact that entire gamut of tasar culture is predominated by women, formation of Women Self Help Groups assumed greater significance in the project. Based on AFC ‘s report, CSB assisted various State Governments in forming about 740 groups for undertaking various activities proposed under the project.

Brief Description :
AFC carried out appraisal of various sugar factory projects in Karnataka. AFC has assessed the technical feasibility and financial viability of the projects. The reports included assessment of infrastructure facilities, co-generation of power along with assessment of project cost and means of finance through equity and credit from financial institutions.

 Outcome

Based on the AFC’s appraisal reports, the factories have been able to secure funds from a consortium of Karnataka State Cooperative Bank, other Scheduled Commercial Banks and Karnataka State Small Industries Development Corporation (KSSIDC).
